NCASA is proud to provide non-partisan advocacy to represent your interests and promote strong public schools in the halls of the North Carolina General Assembly and before the Governor’s Office, State Board of Education, State Retirement System, State Health Plan, and other policy-making entities. We are your advocate, and your network, providing you direct access to the laws affecting your school or district right now.
In addition to providing high-quality and low-cost Professional Development offerings, NCASA helps you connect with your own state lawmakers to urge them to “Support Our Local Public Schools” by addressing the needs and priorities you think are most important for the students you serve. Plan to participate in one of our Advocacy Days to make your voice heard, and take advantage of our new Advocacy Center that gives you tools and resources for easily communicating with legislators on time-sensitive issues.

Comprehensive State Budget Passes House And Senate, Sent To Governor
After a year long wait, the General Assembly has approved the $34 million state budget for the 2026-27 fiscal year. It passed with a bipartisan mix of support and opposition in both chambers. In addition to multiple K-12 funding and provisions, the proposal lowers the personal income tax rate from 3.99% this year to 3.49% next year and extends a possible cut to 2.49% from 2029 to 2034.

Committees Advance K-12 Education Bills, Budget Negotiations Continue
North Carolina lawmakers returned to Raleigh after a week-long break from voting sessions. As lawmakers continued budget negotiations, various committees met to approve bills impacting education.

NC House Overrides Federal Education Tax Credit Bill
On Wednesday (May 20) the NC House overrode Gov. Josh Stein’s veto of H87: Educational Choice for Children Act (ECCA) that permits North Carolina to participate in a federal school-choice tax credit program passed under the Trump administration’s 2025 One Big Beautiful Bill Act.
